According to a handout provided by the CM Assembly, a sub-committee will examine the framework for the recruiting of teaching and non-teaching employees.

Several proposals were made by the committee and accepted by the cabinet, including the qualification requirement for a second division primary school teacher (PST) and the qualification enhancement of the PST position from BS-9 to BS-14.

The committee also proposed establishing a working system for teachers' career development, as they would remain in primary school during their service. Thus, a senior primary school teacher (grade 16) and the Head or Chief Primary School Teacher position at grade 17 will be created to encourage PSTs instead of promotions to posts from JESTs/HSTs/SSTs.
