According to a handout provided by the CM Assembly, a sub-committee will examine the framework for the recruiting of teaching and non-teaching employees.

The committee also proposed establishing a working system for teachers' career development, as they would remain in primary school during their service. Thus, a senior primary school teacher (grade 16) and the Head or Chief Primary School Teacher position at grade 17 will be created to encourage PSTs instead of promotions to posts from JESTs/HSTs/SSTs.
